I think they did do nipples, but cencured them out...I know that with the water prince and the fire child, in the original anime she had them (because faries are NAKED) but when they translated it, english studios colored them out. I guess they didn't want to go on the pornographic edge and have lots of parents made at them for drawing nippies.
Though if they were that concerned, they could have just drawn bras or something, though the naked thing seems more artistic and natural....
